We discussed yesterday with Mr.James of the Treasury the temporary emergency departments which have been added to the war establishment organization over and above what is provided on the 1941 estimates. Such departments are Relief, Supplies and Trade and Industry.
We had before us the draft of the war establishment as passed by the War Establishment Committee and approved by the Treasury. We went through this with Mr. James and satisfied him that the establishment there shown was reasonable. Mr. James informed us he agreed that it could receive Treasury sanction in so far as it represented the Civil Government after the end of the Military period. We pointed out that the whole emergency administration was less than 400 officers as against 1100 in peace time.
We succeeded also in satisfying Mr. James that the salaries granted to heads of "new" temporary departments were reasonable and could be approved forthwith: he agreed for example to the representative temporary posts given on the attached list.
The net result of the meeting was that Treasury have sanctioned the transformation of the Military Establishment into an Emergency Civil Government on the scale already approved for the War Establishment.
